Policymakers are generally expected to revisit and refine approaches regularly, rather than treating any single framework as a permanent, unchangeable solution fixed for all time regardless of new evidence.
This evolving nature is generally regarded as a genuine strength rather than a weakness, reflecting a field that takes evidence seriously and remains genuinely responsive to what is actually working. Persisting with an outdated approach simply because it was adopted previously rarely serves communities well, and can quietly erode the trust built up over years.
