Why prevention policy now includes online dimensions

As more of daily life, including social interaction and information gathering, gradually moved online over the past two decades, prevention policy adapted to include this dimension explicitly. Online spaces now play a significant role in both risk and protective factors alike for most people, in ways that simply did not exist a generation earlier.
This shift required new expertise within prevention agencies, along with closer working relationships with technology platforms themselves, since much of the relevant activity occurs within systems that government agencies do not directly control or observe in real time. Building this new expertise from scratch took considerable time and sustained institutional investment.
Policy in this particular area continues to evolve quite quickly, reflecting how rapidly online platforms and behaviour actually change from one year to the next. This means prevention strategies in this space are generally reviewed and updated more frequently than more established, offline focused measures developed decades earlier under quite different conditions.
